The issue is going to be this part about position of the arm :-
touches the ball with their hand/arm when it has made their body unnaturally bigger. A player is considered to have made their body unnaturally bigger when the position of their hand/arm is not a consequence of, or justifiable by, the player?s body movement for that specific situation. By having their hand/arm in such a position, the player takes a risk of their hand/arm being hit by the ball and being penalised

Now i've only watched it a couple of times but in my eyes Mandeville was trying to move his arm out of the way of the ball hence why his arm was where it was. In my eyes thats a justifiable reason for why his arm was where it was. It wasnt one of these where they come out to block a shot\cross with their body spread. If you go back to the Donny game that was handball as the player leaned his arm towards the ball, Mandeville isnt doing that, he is trying to get his arm out of the way of the ball from a natural position to start with.

Many different interpretations available. To me, Mandy is pointing to where he suggests Jones clears the ball- ie for a corner. Then he can not get his arm out of the way. Justifiable? For debate, but I incline to not.

Boil it down.
Was Mandeville's arm in an unnatural position? Yes
Did the ball hit Mandeville's arm? Yes

As gutting as it is and obviously not deliberately done, it's a pen according to the law (as I understand it)

Yeh its pot luck what they give these days but in my eyes the Donny one was more of a pen purely for the fact he leaned his arm towards the ball whereas Mandeville is obviously moving his arm in a motion to get it away from the ball.

I agree. The ball had travelled much further too of course. It's a minefield and there's no easy answer to clearing it up.

I know it will not cover every occasion as the ref.will not know what is going through a player's mind,but is it too simple to ask was the arm being moved towards the ball or away for a decision?
