10 years from now you can see the national league having much bigger clubs that us & Notts County in it! Then no doubt force an extension of the football league to 5 divisions!!! You heard it here first 😬

Start by capping player wages. Thats where a lot of the money is going. There's that much money coming down from relegated premier league teams or over financed small outfits coming out the national league it's forcing teams who can't afford similar wages to break their budgets to get players to the club and then they suffer the consequences down the line.
Not to mention greedy agents taking bigger slices of the pie and the fact players are grossly overpaid in a lot of cases to start with and their is your starting point. Clubs need to come together and agree on acceptable limits instead of just driving prices higher and higher like they currently are. Stop football been the fat golden egg that a lot of unscrupulous characters take advantage of.

By capping players' wages, corrupt officials and owners will just stick a player's wife, family member or other associate on the payroll.
How about a club has to trade profitably and have a positive net worth?

Don't give ludicrously long contracts to Managers. After all if they have a good season their heads will be turned and if they have a rubbish one we'll want rid.
Only one team is able to win the league but all teams are able to play entertaining football. So at least try to.
Don't negotiate with players regarding wage. Simply state what your going rate is for the position you're trying to fill and if you offer it to that player it's a take it or leave it scenario.
Oh !! I almost forgot. Regarding the money, that's really simple. If you ain't got it don't spend it. Just be upfront and transparent with the fan base

IMHO there should be a 3 band scale for all divisions. No if's or but's. The better players can climb to the higher end of the scale whilst the players at the bottom will have to put in the effort to climb the scale. Players who consistently perform well in every game can aim for a band higher wages. We all know players who just turn up and often go missing. That way everyone will know what the maximum is in each division. This would also help budgeting. If a player says he can get a band higher at another club, well so be it.

I often think that publishing a team’s budget alongside its league position would be much more illustrative of how well-managed they are.
