This whole episode leaves lots of unanswered questions. Apart from what the son did or didn't do, what kind of emergency service would give up entry efforts,(apparently), and just depart leaving an elderly disabled person alone in a flooded house ? Absolutely baffling, but I suppose we don't know all the details yet.

If somebody doesn’t want to leave their house, the fire service can’t force them to leave their house.

We would be very grateful for any donation possible, to allow us to say our final goodbye and try to restore what we have left of the property she adored.
