Sure I can remember it happening a few times? Brizzle Rovers the last?
I’m going to stick my neck out and say that more have done that than have gone up from the National League and gone straight back down.

I take that to mean if either the passer or the receiver is fouled before the receiver touches the ball, then it's a foul.
