Any number of very good players have been pants for England over the years so that’s not just an issue with sterling. That said in the World Cup and against Spain he was decent. He’s also done well for Liverpool in the Prem prior to joining City so it’s not just City making him look good although he’s only going to get better in that side playing as they do.
As mentioned he’s a young kid who still has loads of improving to do but let’s be not kid ourselves that he’s crap like you claim.

Home grown rule is just the overall squad not the matchday squad and they figure out a way round it with younger players are having the likes of Richard Wright as a keeper back up like they did for a few years.
