Had the referee seen it and determined it didn't constitute handball then it wouldn't have been an error.
The issue for me is stating that the laws of the game make this handball.
The ref may well have seen it though, and decided it wasn't a handball, and by any sensible criteria he'd be spot on. As you say, the laws of the game have now got to the stage of farce. When they're measuring in millimetres and millisecods, and trying to get even tighter than that with a snickometer, for heavens sake, it's time to pack up.
And surely it couldn't have been a 'clear and obvious error' when nobody watching or commentating had any idea what was going on. -

The ball brushed his hand, apparently without any intent on his part, and with no influence on its trajectory - the sort of thing that might happen 50 times in any game of football. If we're going down that road in addition to VAR the game will become unwatchable. No referee in his right mind would have disallowed the goal on the evidence of his own view and experience. -

I'm astonished he's kept Ash Palmer on. Decent CH at national League level, despite the odd daft mistake, but I think he'll struggle with the slightly faster pace and know-how in L2. Stockport got rid as soon as they were promoted, and I never saw him as the kind of defender we needed for a high pressing game. However, Cookie signed him, so must be happy with him, but I'd have preferred a faster, younger bloke for the wage, even assuming we'll be a little bit more defensive next season. -
