One thing is certtain fences will never come back. Indeed when they removed them it was emphasised that people were expected to behave resonsibly. All those who went on the pitch were committing an offence but I doubt most of them will be punished.
There could also be an emergencey situation when people need to go on the pitch for safety. I believe the legislation says something about it being an offence if you go on the pitch without good reason. Howwever I expect this would be 99% of the time.
