There is an easy answer to this question. The pitch invading fans team automatically forfeit the game and lose the pts. That way everyone knows what the rules and consequences are. Simple.

compensation based on the average away following of the offending club to be paid of course by the said club to the home club

Failure to pay immediately to the home club a points deduction to follow

Seems a sensible and simple idea. Only problem what if both sets of supporters invade the pitch. Do you punish the team whose followers invaded first or if it's a simultaneous invasion do you award a draw?
One thing is certtain fences will never come back. Indeed when they removed them it was emphasised that people were expected to behave resonsibly. All those who went on the pitch were committing an offence but I doubt most of them will be punished.
There could also be an emergencey situation when people need to go on the pitch for safety. I believe the legislation says something about it being an offence if you go on the pitch without good reason. Howwever I expect this would be 99% of the time.
