Actually the JPT attendances aren't in decline as Turner states, remaining fairly constant over recent years and much improved since the inauguration of the competition
The main factor influencing the stats appears to be the gate of the final, which of course depends on the size of the teams who get there e.g 2009/10 73,476 Carlisle v Southampton
The stats being as follows;

You can use those stats either way. It more valid to say that attendances are pretty static but are generally around 50% higher than 15 years ago.

He was just repeating the propaganda put out by EFL. It's another illustration of the contempt the football authorities have for fans. They can't be bothered to even think up a plausible excuse. Money grubbing scum the lot of 'em
