Just make it one price for Under 16's extended to Under 18 if in full time education. Simple as that.

I assume because at 15 you can do a part time job and earn some money so could in theory pay for your own. Also likely to attend alone rather than being brought by a parent so no full price ticket being sold as well...
I'm sure we will all want the best budget and best team next season, but seemingly only if someone else pays...

There’s certainly a justification for the pricing at both ends of the spectrum. Whether it is worth the aggro is another debate.
