In rugby the referee calls time off if he considers the stoppage may be a littleon the long side or play acting. The game starts again when he says time on. Checked this with my gandson who is a rugby referee & they are instructed when first training this is the correct prcedure. Often they signal this action by raising his/her arm & pointing to their watch. Football ought to adapt this.
