If the league chairmans feels its bout time something was done on "cheats" then does this mean they are going to look at the following

1 referee's
2 diving
3 bookings for over celebrating
4 the use of tv footage
5 salary caps
6 the amount of foriegners in the game
7 the vatse amounts of club hiring and firing managers in short spaces of time
8 help to lower league clubs financial
9 young players being able to leave for free although they've come from the youth scheme
10 the amount clubs charge you to get in, especially lower clubs i.e forest, swindon

surely he needs to be sorting some of these problems out rather than just moaning about it in the papers.
