Eradicate the unnatural stoppages ie the manufactured ones and what would that figure be?
The officials have got to have the ability to see when situations are manufactured and then have the nous/courage to do something about it. They need to get their own act together and send out the right messages. We all moan that subs go to t'other side of the pitch so they can stroll off. But also send out the right messages when a new ball is required get the f'ing thing on the pitch we're not playing crown green bowls, if you're going to p about it encourages the players to do so, if so minded.
Remember refs are refing for "marks" to maintain their career path. I doubt SKY could produce figures to this end but I would say that when a team is chasing or hanging on in the closing minutes of a game there is much more likely hood of a ref having to make a contentious (potential mark loosing) decision. You could therefore assume that it would be beneficial to a weaker ref to limit the game time. Using the theory when the balls not in play I'm not dropping a hogwash.
Get the assessors to get their act together and progress will be made.
