Not see anything said about these changes to the EFL L1/L2 fair play (SNCP) rules to start next season.

Main changes are restricting owner investment and limits of the percentage of football fortune income that can be spent.

Heard one of the Kirks mentioning the possibility a few weeks back but it has come on quite suddenly.

Good spot. Could be a game changer for some clubs. No doubt owners will be looking at work arounds already.
Is it just new investment I wonder? Could owners pile in cash before the rules come into place?

There isn't much detail but I presume so as the first reporting period starts next season. I did try to look at the existing detailed rules but found them quite hard to understand. Most of the reporting is for the upcoming season but some elements look at the previous seasons income especially when you come to extrapolate your projected income for that reporting period. It gets particularly complicated when the club changes divisions as the rules are different.

It will be interesting to see what the Kirk's will do with their injections of equity. I presume a fair bit of their input goes into infrastructure - but 50%?
