I think you look back a little with rose tinted spectacles (as we can all be guilty of). There was plenty of rubbish, aimless & negative county cricket 'back in the day' and Derbyshire only stayed at Queens Park for a couple of years whilst falling out with those in Derby.
The real shame of that was that CBC had the opportunity to allow Derbyshire to make the move permanently but messed it up. Derby is much improved but how good could Queens Park have become with serious investment? I imagine it a little like Worcester is now.
Isn't that the nub of the problem for DCCC - the ground at Derby is probably the coldest, bleakest in the country and so the setting doesn't pull in the crowds. So what do you do - spend the money developing Queens Park or Derby? Heart says Queens Park, head says Derby if it were ever to happen as that is where the commercial opps are.
Also worth remembering that Derbyshire are often referred to as a small rural county yet it has a larger population than Somerset, Glos, Leicestershire, Worcs, Durham and Northants - some of whom have enjoyed more success and all have better facilities and attract larger crowds than we do.
