No, it doesn't. Interestingly Barnsley do, and their game today was postponed. Frozen pitch.

If Barnsley's undersoil heating was in working order yet ineffective at these temperatures, then that backs up the case for not spending vast amounts of money on its instalment and running costs.

So let's look at the Charlton game. £10,000 = about 800 paying fans (allowing for kids OAP's etc) Which is probabaly the difference between playing the game on a Saturday as opposed to a re-arranged fixture in a congested schedule. Not to mention additional spend with printing programme supplements and loss of revenue to the VIP lounges and 800 less pies and pints sold. So apart from the capital outlay (which will be less for us as we dig the pitch up at the end of the season anyway) Cost of running undersoil heating is nothing (or even profitable) and also creates a lot of goodwill to the paying customer.
Edit: And when used in conjunction with frost covers it will be even cheaper (more profitable) to run.
I've also read that It's also being muted as a, possible, mandatory FL requirement for Championship clubs by 2015 so hopefully we will have to have it.

That is a lot of money for a club at this level.

then why not get it sponsored, this game was brought to you by........... etc etc, everything else gets sponsored, and most season's we lose what 2 maybe 3 games due to frozen pitch, so if you get more than 1 sponsor lined up it wouldn't be too much outlay for a decent company.

£10k to ensure game is on. what about if we'd have had exeter or suchlike at home yesterday? would there be an 800 difference in attendance at rearranged game?
its too expensive for a club or our size.

SC. Relegation due to a fixture backlog and tired legs could cost us a hell of a lot more.

Of course we dont!! Its just the top layer thats scarified to remove the dead stuff before re seeeding takes place.
To install undersoil heating would be a massive cost and include a proper dig up!.Yes it could be done close season, but the timing would be close and cost vast. The midsummer work that happens at the moment is no way preparation for a full install of that system

Mr S. £10k is the max for the worst weather scenario, im most cases it's much less, say if the weather turns on a Thursday and we only need it 2 days it will be about £2.5k.
Take your point about the "lost fans" but even Exeter would prob cost us 400 on the attendance, and how many times, at Saltergate, did we lose the lucrative Boxing Day and New years Day fixture to the weather?
Championship aspirations? It's a must have then so why not install early?

its an expense at the moment we dont need & cant really justify.
im sure the undersoil heating has to be on a set length of time before & after games so the expense would be the same everytime its turned on.

A rearranged game, will take from a quarter to a third LESS income played mid week instead of on a Saturday.
If a team has travelled before a game is called off you have to pay the hotel and coach costs.
£300,000 for state of the art pitch covers.
£70,000 for an inflatable warm air pitch cover, does not say how much to run.
It then goes on to talk about the benefits of plastic pitches.
Late Kick Off North West 12.35 minutes in. Only available until Monday night.
