I would also think that with the amount of time he?s been waiting presumably without being able to earn a living he has already been punished.
Of course the complainant has also had to endure the ridiculous length of time.
The state of the justice system seems to epitomise the state of this broken country.

You can't have fourteen years of cutting public spending to the bone, just so the pockets of the rich bulge a little more, and expect normal service.If he's convicted of the offence, then I do hope he's monitored after any punishment given out.

I?m not sure you can guarantee it.
Also depends on any previous convictions being considered
