The eligibility rules for the EFL Trophy are viewable here:

The jist is that there has to be 4 players who have
- STARTED the previous league game (Crewe)
or
-will start the next league game (Salford)
-in the top 10 players for STARTS this season, which I think covers the Derby game too (so any player that has started 2+ over the 3 games)
- have made 40+ first team starts, not necessarily for Town, ever
-are loaned from a prem team (Tanton, Araujo) or from a team who have a cat 1 academy
Very convoluted - but it is only 4 of the players that start that need to meet these criteria
From reading the rules, my understanding is that we could field a team with Boot, Tanton, Araujo and Quigley in it and meet the criteria
Unless Cook was planning to literally play the u18s, it would be almost impossible not to field at least 4 'eligible' players. Williams/Grimes/Jones/Horton would all have made 40+ starts in their careers. Akinola/Jessop/Drummond/Mohiuddin/Cook the only ones I can think of who wouldn't count towards the 4 as 'eligible'
