I don’t understand how any manager knows what another teams budget is?

Surely they not forced to share that kind of info?!

It’s just educated guess work really.

Yes, they do. All clubs have to submit a sufficiently detailed pre season budget to the NL per their rules, it’s not a big leap to think someone is comparing players payrolls and divulging the information, eg NL board members. Or maybe, clubs budgets are shared amongst all clubs by the NL for openness.
