Completing, giving the positives and not the negatives will mean no legal action probably and a way to kick off a new season without legal action getting in the way (will they be able to start the new season till legal action complete?)
Can rebalance the numbers over next x years when the rules are clearly laid out at start of season and everyone knows what they are playing towards...

Yes I agree it does have some merit and probably the best way forward. Ironic that it comes from a town reknowned for having people with leadership qualities

You are not wrong. The pecking order will be determined by what happens at the top with the premiership making it's mind up first, followed by the EFL, then the NL will be able to sort itself out.
So, if the premiership looks after the clubs it already is comprised of, I think if the champions really has to be decided upon it is a fairly easy decision to award it to Liverpool. European places might cause a bit more of an argument. But, if they decide to relegate no one everybody currently in the premiership will be happy. However, if they decide to invite other clubs into the fold from the EFL it could create all sorts of arguments. Meanwhile, if no clubs are relegated there could be a financial saving in terms of parachute payments.
Next comes the EFL. If they lose no clubs to the premiership they remain one club down on normal membership because of Bury's demise. To make up their full quota of clubs they could decide to invite one club from the NL to join them and this would be most likely Barrow because they currently sit in poll position and Harrogate, who are second, do not have a playing surface which complies to EFL regulations. They then have decisions to make regarding promotions and relegations or whether or not there are going to be any. I would suggest the only decision which might not be opposed is not to relegate Stevenage which, in turn, would bring about a decision on parachute payments as to whether they should continue to clubs relegated in the last two seasons or just the last season which would give the EFL a financial saving. However, if the premiership actually invite a further number of clubs into their fold this would open up a host of different issues.
Last in line, is the NL. In reality they will need to see what happens in the premiership and then the EFL. If they lose one or more clubs to the EFL I don't think they will have much choice over this because no club is going to say "no" if invited by the EFL to join them. Similarly, I don't think the NL will have much choice over the selection criteria the EFL might use to select the clubs it invites in and that might not necessarily be purely on NL league position. So, depending on how many clubs the NL is left with it will then be in a position to decide how it will make up the appropriate numbers in each of it's leagues.

Promotion and relegation decided on prediction would be more vulnerable to legal challenge than voiding the season I would have thought, but I'm no lawyer.

Whatever our personal opinions about the idea (mine is negative), it is a total non starter In practical terms. Six extra games in a league that already bleats about the number of games because it interferes with mid season marketing trips to Asia. Add the fact that next season is already looking stuffed with Euro2021 (plus playoffs) and WC2022 qualifiers, possibly a late start and early finish. There is not a hope in hell the PFL would accept that.
The PFL will decide how things conclude, probably taking its lead from UEFA. The EFL and NL will follow suit.

No proposal will be ideal but this one does limit the prospect of the majority of time consuming/costly litigation cases and therefore more money disappearing out of the game ie into the legal profession. However on the downside it'll not p..s leeds off.

Dream on, it ain’t gonna happen
UEFA/PFL/FA/EFL/NL vs Barrow in the High Court should be an interesting court case

sadly so.
perhaps a few mths without sky/bt pumping it out 24/7 people will realise theres more important things.
& perhaps a few mths without income may reign in even the biggest clubs when it comes to wages ticket prices etc.
