Why isn't it gated access , manned in case of an emergency ? How would that not be safe ? We have fire doors in public buildings in case of emergency not gaping holes in a wall. Pretty sure gates in perimeter at Wembley and at the other end of the spectrum Harrogate seemed to have nothing in the way of access - not that I am advocating Harrogate's apology for a ground as something to copy. This H and S thing works two ways - spectators and players - we are likely to be charged with not ensuring the safety of players. The idea that this applies to new builds and not older grounds cannot possibly be correct - if easy and unrestricted access was required to pitches it would apply to every ground - maybe it does,but if so there are different ways of doing it.

Green Guide - basic duties of stewards - FA, Premier League, Football League etc. 10 basic duties one of which states :-
to staff entrances, exits and other strategic points; for example, segregation, PERIMETER and exit doors or gates which are not continuously secured in the open position whilst the ground is in use.
