In sum:
If you have received a 'Penalty Charge Notice' ie from the Council or the Police, you need to pay it.
If you have received a 'Parking Charge Notice' ie issued by a private company, it can not be legally enforced (regardless of how official it looks) unless you are taken to court and they rule in favour of those who issued the ticket. Unless this happens they can not do a thing, even though they would likely arrange for a debt collection agency to call you etc. Of course they would need to find out your address first!!!
Assuming it is the latter you can chose to ignore it, or appeal it firstly via the operator and then (assuming your appeal is rejected) through POPLA. Even if POPLA rule in favour of the operator you can still chose to ignore and not pay the fine as POPLA can't enforce the fine.
I recently went through this and won my POPLA appeal against NCP Ltd. I'd suggest reading the link Marcia provided; it should all make sense.

Had 9 months worth of them from lidl, even got a 'solicitors letter' which was just the same company trying to scare me
Not received anything else from them since January.

We park there every game and never had a ticket.
And do as lindo says, i had one from doncaster airport, i had months of letters ect, phone calls from bayliff, nothing ever happened about it. Theres a organisation you mention to them and the crap there pants. I wouldnt worry about it

I think things have changed a little these days so worth checking but still stands that its all down to the parking people to prove that you've agreed to then broken the contract regarding parking there or something like that. I think they work on the basis a lot of folk will pay without checking as they make things look like official parking fines and demanding communication.

Lidl now have cameras on the entrance and exit, tried charging me £45 in "lost profits" for being 17 minutes late at 10pm, which then went up to £90 after 14 days lol

Absolutely right ignore, bluff it out and tell them to take you to court and threaten to sue them for the stress and anguish. They'll soon back down.

Sadly for them they are never clear enough to show who's driving the thing should they ever have the balls to take me to court.

Do these private companies make their money from most folk not having the spuds to ignore the letters and just pay up for peace of mind? We had one a couple of years back from the services at 29a. Binned it and a follow up letter then heard nothing since.

All they have to do is put a sign up (the more vague the better) and then invest in a camera or two or employ a chap on minimum wage plus commission and Bob's your uncle.
I've probably ignored 20+ and get a perverted sense of satisfaction knowing it costs them money to send me scrap paper. Shame more of them aren't on Twitter so they can be taunted with images of their letters being set alight.
