Some cracking signings over the summer and recently in Chris Eagles, Tom Pope, Leon Clarke etc and established quality like Soares, and yet Bury have a bottom four budget?
I don't begrudge them some success but something's not computing somewhere.

I'd agree but It does say Eagles "has come here for absolutely no money whatsoever"

Whatever the playing budget is, the financial results don't appear to support it.

Who owns them now? Didn't the nevilles have something to do with them?

There was some disquiet a while back about their owner and this David Conn article....

Apparently got 7 CCJ's outstanding from May this year and didn't play Clarke the last game because they can't afford his appearance money. All seems a bit dodgy.

Gary and Phil's dad, Neville Neville, was involved but dont think as an owner and neither of the other two had any involvement :-
Neville was a director of club Bury of the English Football League.[7][8] He was the spearhead and vice-chairman of the "save our shakers" appeal which was a bid to give financial assistance to the struggling football club after it had gone into administration.[8][9]
The campaign was "brilliantly orchestrated"[8] by Neville and he was praised for tirelessly organising supporters groups, giving media interviews and working closely with the administrators to arrange a deal to secure the club's safety.[8]
Not sure when he left there but he died back in August.

"That's off the Football League, that's what Financial Fair Play tells you the lists are out there, you can find them and that is where my budget is."
Where are these lists?

It was one of those investment schemes promising high returns for an investment of a few grand. The figures looked too good to be true, and the odds of Bury pulling a fast one and/or going into administration over the next few years are surely very short.

They are out there somewhere, Chris Turnip is forever quoting them
Not sure they are in the public domain though

They are allegedly circulated amongst clubs but I can't see how they can be accurate if they don't take into consideration bonuses that fall due at the end of the season.

I'm sure they'll give a good indicator and they get updated throughout the season. I think apart from your own the other clubs aren't disclosed
I wonder if the effect of the bonuses are sometimes exaggerated

Blimey - is that a word, 'M'?
Phew.
Anyway, word is Eagles spent the Summer and Autumn pimping himself around demanding top dollar for his signature. Either he realised that wasn't gonna happen or Flitcroft is blowing it out his ass. Given other recruits I'd suggest the latter.
