It is pretty clear to me it is the former. If we were on course to pay off the debt we would have a big pot of reserves somewhere in the accounts

I suppose like me you would expect the debt to slowly reduce if it were structured but perhaps the only structure is that we meet the interest payments

I find those accounts a bit confusing because I can't get things to add up

That's the only way forward, and I'd 'sell' the deal as CBC supporting local businessman who've invested heavily and significantly raised the town's profile.

I'd have no problem with it, either, but I can't envisage the ruling group - and it'd be the same for a party of any political persuasion - agreeing to do so until after next year's elections.

Maybe if Labour strengthen their majority it might embolden them to accept Allen's proposals?

With the way politics is going at the moment Chris I can't see any of the top two parties strengthening their hold anywhere in the country next year!

i work with lots of Local Authorities on finance and there isn't a hope in hells chance of them writing off any loans. They are skint, funding has been cut by up to 35% for some. Some LAs will see a drop in funding by up to 55% by 2020 compared with 2010 levels of funding. The pain has only just started for some
