You are probably closer to the truth. The police might have asked for payment up front and when it didn't happen pulled out forcing the game to be cancelled

Birmingham fans saying on certain websites where and when the trouble they intend to cause woud occur and how many it would involve, so the gme was cancelled on police advice.
The Villa game went ahead without any problems.

If the "trouble" was to be caused in the Mansfield area would locals realise that it had been in fact "caused"
