I would say
1) 8,500
2) 6,000
3) 5,250
4) 6,500
5) 4,500
( I have factored out the "high number of local derbies factor", which is a bit of an anomaly this season)

I think there is a big difference between play off contender and in or near the top 2 all season
1) League 1 automatic 8250
l1 play off 7500
2) L1 mid-table 6250
3) L1 fighting relegation 5,500
4) L2 autos 6250
4) L2 play offs 5750
5) L2 mid-table 5000
6) L2 fighting relegation 5000 (may get a few extra at end of season to roar them on)
