Not that I’ve ever given it much thought before, but I would have thought that all players out on loan would continue to be on their contracted club’s payroll. Any financial arrangements to cover some or all of that would be made separately and between the two clubs.

or their contracted club's development school payroll.
It's a little known FA rule.

I don't know if they will be outstanding or not by the year end. I'm informed there also other clubs still to pay invoices for players loaned out.
It is of course not unusual in any business for bills from customers not to be paid.
I've not looked at Ebbsfleet's situation so can't comment on the next season point but if I get more information I'll post it up, if it's not confidential

No big deal, but it would be interesting to know whether we and others tend to settle this season's debts with next season's money.
