They could allow the sub keeper on and an outfield player to leave with the keeper, but that might be too much common sense for the FA.
If a prop forward in Rugby Union is binned, they have to have a specialist replacement to contest the scrum, which means sometimes a flanker or a back is removed from the field in orfer to make it happen.

Or its a deterrent to stop them doing things to get sin binned knowing that if they do they are really leaving their team in a hole. If they behave themselves and dont get sin binned its all good.
