It's the combination of accurate profiling and judging character. The profiling is becoming very scientific and has been embraced, so I'm ok with that and I think JR is good at the upfront homework that needs to be done on individual players, and at assessing character.
The sticking point could be the budget. I think CFC supporters would accept that it has to be closely controlled even if that means limited success. For more leeway, the Board has to figure out how to attract investement from local Businesses without issuing debentures. Ideas on a postcard please...
