Thoughts?
The vast majority of this money given to "grassroots" football is actually parachute payments to mismanaged clubs that have been relegated from the Premier League. This means they can claim to be paying money into the lower leagues.

the FL should take the parachute payments off these clubs and distribute them equally amongst all members, level playing field and all that. The payments totally distort the competition and give the relegated teams an unfair advantage.
