How can they have got to the point where they announce the format of the competition without finding out whether sixteen of them were even wanting to be in it?

If this was a local bowls league it would be embarrassing.

They are going to ask the Championship clubs who have cat 1 acadamies, then it will be cat 2 and so forth. Perhaps they'll get round to inviting these private academies like CFC PPP

I thought the whole idea was so the premiership clubs could "blood" the young talent and ultimately England get a team of battlers and not bottlers.
Wasn't there the sweetener of a million pound for them entering the competition aswell?
All a pointless venture really. I bet it's because they were told that they had to open their grounds for the matches.

Yes there is, 5 of the team that played the previous match have to play. And of the 'invited clubs', 6 have to be under 21

England u21's have uefa u21 championship qualifiers in September and October, along with the World cup qualifiers. No friendlies.
