Regulation 24 - Requirement to Play Full Strength Teams for League Games
The team sheet for a League game should include at least 10 outfield players who featured on the team sheet for the League match before. Any Club breaching this requirement will be charged with a breach of Regulation 24 and a Disciplinary Commission shall determine the sanction from the full range of penalties available to them.
For reference, Regulation 24.1 is detailed below along with guidance notes
24.1 Each Club shall play its full strength in all Matches played under the auspices of The League unless some satisfactory reason is given.
In the event of the explanation not being deemed satisfactory the Board shall refer the matter to a Disciplinary Commission which has the power to impose such penalties as it shall think fit.
Guidance From the 4th Thursday in March, any team sheet for a League game should include at least 10 outfield players who featured on the team sheet for the League game before.

Teams safely in playoff positions and missing out on automatic promotion have been known to put out really weak teams in the last game or two
Swindon in our playoff season were prime culprits I seem to remember

Does ‘Team Sheet’ include the subs bench? If so, teams will be able to drop seven players to the bench, and ensure at least four key players are saved for another day. Or even all seven if the manager wished.

Certainly doesn't help teams with a squad rotation policy, or teams who get a few players back from injury at the same time, or a manager looking to pick a side tailored to play a certain opponent.
Absolute b-ll-cks policy in my opinion. I see no benefit to anyone from this.

I would if on the last day of the season our rivals for relegation played a team safely in the playoffs who decided to rest 11 players.
It is obviously designed to stop that happening
PS: On the other hand perhaps Wycombe will be safely in the playoffs when we play them - would have been nice to play them with a radically weakened side

Every team starts the season level, if after 45 games they decide to play their stiffs, cos they're in a position to do so, good for them.

Because a season is 46 games long (in the case of L2), not 45 or even shorter
I think it is called maintaining the integrity of a competition
It's a pity the EPL/FA don't enforce it further up the food chain

The only thing I don't agree with is when a club travels to play a game and deliberately fields a side who would struggle to be competitive. That is unfair to the fans.

It is regulated in the EFL trophy - most teams including us stick to the rules which are even more onerous. These rules allow you to make 7 changes to a matchday squad before any extenuating circumstances are taken into account. If there are sudden medical reasons, injury or illness then this would be an extenuating circumstance.
Its not about "best player" its about making wholesale changes to match day squad from one week to the next without reasonable cause. Most of us get in a tis-was about big clubs develuating the FA cup by fielding reserve sides.

We've fallen fowl of this law before and been fined accordingly (and still won the game, away at Oldham, Adam Smith scoring a worldie IIRC).
I'd guess we'd try not to break the rules now, mainly because we couldn't afford the fine!

In contrast though, considering the way the FA have treated the FA cup over the last 10 years, successfully devaluing the competition, I would support something similar imposed on all Premier league and Football league teams in the FA cup

Apparently the last straw was Huddersfield fielding a weakened side v Birmingham last season, after the Terriers had secured a play off spot.
Birmingham won, saving themselves from relegation at the expense of Blackburn, who were non too happy.
But as we have nearly all suggested, can’t see how it can be properly policed.
