I;m sure this has been discussed on here in the past, probably around the time DA was rumoured to want to split the football business from the C&B/Ground.

It's good for getting a delay on the sale, but it's not as strong as it looks. The community group gets the chance to raise funds and bid for the site but there's nothing to say the owner has to sell to them. If another party offers more money then the site will go, and there's nothing to stop the owner accepting a lower bid from a third party.

With the value of land and the loopholes around this sort of thing it's a real possibility that an owner could 'sell' to a third party at a lower price and then buy it back and do what they want with it, similar in practice to how right to buy with housing see's people given money by a 3rd party to buy the house from the council at a low rate on agreement that they then sell it onto the third party.

A covenant on the Proact would be better but from limited knowledge that's much more complicated to obtain.
